Report states: "Usability means that people can access services and content intuitively and efficiently. Online communities should not require special technical capabilities or training that many educators do not have." Many individuals today still have only a basic knowledge of how to use online communities and to get make use of them in a classroom; one must be knowledgeable. Many people lack intuition necessary to navigate such technology. Training is essential and should be done in Teacher Preparation Programs.

In regards to user tagging, content, locations and places can be "tagged" for the sole purpose of historical relevance and sharing across continents with "web" pals.
